LITHIC Sweden Pack: jurisdiction-specific decision rules
A universal decision engine cannot carry Swedish regulation in its core. The Sweden Pack supplies that jurisdiction layer in four governed layers.
Construction decisions are local. The same wall build-up that is unremarkable in one country can be non-compliant, uninsurable or simply uneconomic in another. A decision engine that pretends otherwise either stays useless and generic, or gets quietly contaminated with one country's assumptions.
The LITHIC answer is a separation: the Core engine stays jurisdiction-neutral, and jurisdiction packs supply the local authority, knowledge, content and rules. Sweden is the first such pack.
The four layers
- Authority — Swedish laws, regulations, classifications, standards and contractual sources, registered with their versions, applicability and licensing boundaries.
- Construction knowledge — Swedish systems, assemblies, recipes and practices expressed as governed, attributable structured knowledge rather than tacit habit.
- Content — Revit and IFC components that can carry machine-readable claims and evidence manifests without becoming authority themselves.
- Decision intelligence — preflight, information requirements, product evidence, commercial terms, recommendation, whole-life and procurement rules.

The Swedish reference landscape
A Swedish pack has to engage with a specific set of sources, each with a different role in the chain:

Registering a source is not the same as adopting it. Each entry records what the source governs, which version applies, how it may be used, and where its authority stops.
The contamination rule
No Swedish-specific rule, classification mapping or contractual interpretation may enter universal Core unless it is first expressed as a generic jurisdiction capability that another country could use the same way. If a Swedish need requires a Core change, the change has to be justified in universal terms — otherwise the engine slowly becomes a Swedish engine wearing a neutral label.
How a pack phase closes
Sweden Pack work follows a fixed sequence: research, contract, implement, verify, evidence, gate, freeze, handoff. A phase closes only when its gate is falsifiable and satisfied with inspectable evidence — fixtures, migrations, tests, negative cases and explicit refusals. 'Implemented' is not, by itself, evidence of correctness.
The programme is sequenced deliberately: authority registration before jurisdiction architecture, architecture before adapters, adapters before knowledge, knowledge before content and intelligence. Later phases are not fully specified before the upstream evidence exists to constrain them.
